« DRC: UDPS: change of strategy after the failure of the empty chair policy.»

'' In an interview with a news agency Diaspora in mid-March, the national secretary for external relations of the UDPS, Felix Tshisekedi Tshilombo hinted that his party would be developed to make a decisive turnaround in its policy direction.
After a long period of a deafening silence, the first party of Congolese opposition would be about to "be heard of her," in the own words of the national secretary.
"It's not for me to say what it will do, it will be up to President (Tshisekedi). But I can assure you that in the future the position of the UDPS will be heard and defended "stated Felix Tshisekedi on 15 March. Then add "silence is over."
Any casual observer will therefore include an end to the empty chair policy applied by the party of Mr Tshisekedi since its genesis whenever he wanted to express his rejection of an electoral or media process or its results.
One of the first prominent case of the application of this strategy was the dismissal of Prime Minister of the position given to the Leader Maximo by President Mobutu in July 1991, when the National Sovereign Conference (CNS), under pressure from its supporters.
Also in 2003, Ya Tshitshi and UDPS had boycotted their participation in the government 4 + 1, in the drafting of the constitution and the 2006 elections on the basis that the West had already decided on who will lead the country after the elections .
More recently attempted boycott of the National Assembly after the 2011 elections went wrong with the non-compliance of some party members who tried to occupy the best seats for which they were elected.
According to analysts, the policy of the empty chair has two primary objectives: to prevent the party walnut with an institution or were not really say more so as the ruling alliance has a majority or to pressure authorities to get them to sit on a table.
Nevertheless, a panoramic view of the development of the current political scene in the DRC will take us well to the conclusion that none of these objectives has been achieved especially since the majority in power proceeded with its agenda without regard to who wants or not join it.
Moreover, among the deputies who ignored the order not to participate in the work of the National Assembly, is well aware of the heavy weights of the party, among other Timothée Kombo, José Nzau, Samy Badibanga to count only those. They occupy key positions;Timothée Kombo was the same in February 2012, during the first session, President of the Provisional Office.
So the UDPS is not absent in the National Assembly and therefore reputational damage to this institution collapsed as the Sphinx expensive party in Limete.
It thus gives reason to the detractors of the doctrine of absenteeism which accuses him of having plunged the party into the division and have done back in the political arena, allowing the emergence of other forces such as the MLC Bemba or UNC of Vital Kamerhe.
One thing is certain, it has caused confusion both within the party and in public opinion since the party sometimes takes as support the constitution or institutions it previously boycott.
Perhaps it is high time for the Sphinx to realize the ineffectiveness of this strategy explains why in 31 years of existence, the UDPS did not really access to power and yet a political party for the first goal the conquest and retention of power.
Having a reputation as a conservative when it comes to the internal management of the party, will be interesting to know what the reaction of Etienne Tshisekedi á face these revolutionary ideas of his own biological son in the person of Felix Tshisekedi."
