"The Division of Political Affairs (CSA) plays the role of think tank and analysis for the Mission. It gathers and analyzes information, brings its expertise to the Special Representative of the Secretary- General of the United Nations and other responsible terms of strategic priorities for the mission. CSA also prepares reports on the situation and supports proximity operations (outreach) and advocacy for the implementation of the mandate of the mission (protection of civilians, support to implementation the Framework Agreement and Stabilization).
The CSA supports the SRSG in the implementation of his mandate of good offices, particularly in democratization and the holding of peaceful elections, transparent and inclusive in accordance with the relevant provisions of the Constitution.
- Democratization and institutional reform
CSA works closely with national and international partners in supporting democratization in the DRC and assists national and provincial institutions and civil society organizations to create favorable conditions for the promotion of democracy and the rule of law. This includes advice and technical support for the development of legislation and good governance.
- Prevention and conflict resolution
PAD contributes significantly to the strategy of MONUSCO on the prevention and resolution of conflict in the DRC. It is focusing primarily on the situation in the East, working with the different sections of MONUSCO and other national and international partners in implementing the mandate of the Mission on the protection of civilians by Teams Protection Multidisciplinary Mixed (JPT). The Division contributes to the efforts of the Mission to support the Congolese authorities and other stakeholders in their efforts to restore peace to the eastern DRC, in particular through the implementation of the Framework Agreement of Addis Ababa and mandate of neutralization of Congolese and foreign armed groups.
- Building good neighborly relations in the Great Lakes region
As part of the implementation of regional commitments in the Framework Agreement, CSA contributes to the improvement of bilateral relations between the DRC and its neighbors in the Great Lakes region through its policies and other support analyzes of the Implementation of this mechanism.
- Shared Responsibilities
The responsibilities of the Political Affairs Division are divided between Reform and Democratization Unit, a local Conflict Management Unit and Regional Relations Unit.
The Reform and Decentralization Unit (RDU) monitors and analyzes the activities of national institutions including the Presidency, the Government, Parliament, and the Judiciary; political coalitions and parties and non-governmental actors. This work is based on the shared objectives of peace and security, especially in eastern DRC. The RDU also provides support to major legislative and institutional reforms to strengthen democracy and the political and economic governance.
The Unit of Local Conflict Management (LCMU) analyzes the conflicts and threats against peace, offering its contributions for their prevention and resolution. Its monitoring and analysis aim to strengthen the early warning system. The LCMU also develops strategic concepts; made recommendations for crisis management; and supports the mediation and community reconciliation. Recent initiatives of state and international actors in stabilization and conflict resolution include the Amani Programme, the integration of armed groups into the national institutions, the Nairobi Communiqué and the Stabilization and Reconstruction Plan of DRC (STAREC).
The Unit of Regional Relations (RRC) works closely with MONUC liaison office in Kampala, Kigali and Pretoria. It analyzes the relationships within the Great Lakes region and monitor their impact on peacebuilding in DRC. The main activities include advocacy for regional cooperation and the improvement of diplomatic relations. The cell liaises with the team of the Special Envoy of the Secretary General Olusegun Obasanjo, and follows the evolution of the Bilateral Commission DRC-Rwanda. It also keeps track of the evolution of the ICGLR (Stability Pact), the African Union (AU) and the involvement of sub-regional organizations in the DRC. "
