During the inter-Congolese dialogue in Sun City, all the Congolese political class held unanimously identified the root causes of the continuing socio-political crisis that knows the DRC and that handicaps his développement.A namely poor governance and lack of legitimacy national institutions and their animateurs.L'Accord Global and Inclusive which will sanction this dialogue, concludes that to end definitively the cause of the crises and give the country the chance to rebuild;the country's leaders to be democratically elected after free elections, transparent and crédibles.Ainsi, a transition of two years, sui generis (Formula 1 + 4), was established to lead the Congolese people in general elections, such as required by the Agreement after certain prerequisites are realized.The latter being regarded as the sine qua non for the holding of elections.
These prerequisites were designed social peace and a general climate of trust required of such major issues for a nation.These included to:
-The National reconciliation;
-The Restoration of State authority on the scope of the country;
-The Census of Population
-L'unification Warring armies into a single Republican Army
-The Reform of security services including information and national police;
-A Minimum of socio-economic dividends for peuple.Il should be emphasized that the Global and Inclusive Agreement also included in the objectives of the transition including at point 4:
"The organization of free and transparent elections at all levels enabling the establishment of a constitutional and democratic regime."
In addition, the transitional institutions, institutions supporting democracy have been created, including an Independent Electoral Commission (IEC).
We must remember that the resolutions of Sun City had already defined the electoral cycle in particular by placing a precursor to elections by organizing a census population.Force is clear that the transitional government (1 + 4), UDPS was not a party, has messed the framework of the electoral cycle and no prior census was not organized elections.
It also should be pointed out that leadership 1 + 4 proved incompetent, corrupt and incapable of ensuring the ongoing management of the country and to address the concerns of the Congolese.
