These prerequisites were designed social peace and a general climate of trust required of such major issues for a nation.These included to:
-The National reconciliation;
-The Restoration of State authority on the scope of the country;
-The Census of Population
-L'unification Warring armies into a single Republican Army
-The Reform of security services including information and national police;
-A Minimum of socio-economic dividends for peuple.Il should be emphasized that the Global and Inclusive Agreement also included in the objectives of the transition including at point 4:
"The organization of free and transparent elections at all levels enabling the establishment of a constitutional and democratic regime."
In addition, the transitional institutions, institutions supporting democracy have been created, including an Independent Electoral Commission (IEC).
We must remember that the resolutions of Sun City had already defined the electoral cycle in particular by placing a precursor to elections by organizing a census population.Force is clear that the transitional government (1 + 4), UDPS was not a party, has messed the framework of the electoral cycle and no prior census was not organized elections.
