I stand before you today, once again, to reflect the state of the nation.
In this regard, how can we not mention the threshold of my intention, natural disaster come to know several cities and towns of our country, because of the floods caused by torrential rains, which resulted in the loss of tens of lives.
Beyond the measures already taken and those underway to prevent and effectively deal with these types of situations in the future, I want to express, on behalf of the Nation saddened and in my own name, our sincere condolences to all the bereaved families.
In memory of the victims of these floods, like those of our compatriots who, in 2015, fell on the different theaters of military operations or have left us in the exercise of their public office or not, I Please keep a minute of silence.

The state of the Congolese Nation this Monday, December 14, 2015 is somewhat contrast, the upturn in certain sectors can not overshadow the legitimate concerns of each of you in others.

Of satisfaction, seeing legitimate pride, I will begin by noting that, despite multiple challenges, is still preserved the common heritage bequeathed us by the heroes and martyrs of our independence, namely: a Congo united, free and truly sovereign within its international borders inherited from colonization.
We achieved this through our defense and security forces and the support of all the Congolese, renewed expression of our collective will to live and the exemplary complicity between the people and its army.
In the territory of Beni, in North Kivu, the negative forces, defeated militarily there one year, by our valiant armed forces, went from conventional warfare to targeted terrorist acts to which our forces of defense and security s' working to end with the active and valuable support of our populations.
The situation in the border areas of North Kivu and South Kivu, is also the subject of special attention from our security forces, due to the flow of refugees from Burundi.
The same prudential and precautionary approach is required in border communities in the Central African Republic, a country where we have come to send a unit of our armed forces to contribute, under the aegis of the UN, the normalization of the situation Political and security.
We commend here all the elements of that unit, including the operational efficiency of all recognized at the international community, inspires respect and consideration.
True to its legendary hospitality and its regional and African vocation, our country will always stand by our brothers and sisters of other countries in distress, while taking whatever steps are necessary to prevent any attack on his own safety and that of its inhabitants.
It is in this spirit that fits the commissioning of a system of identification and tracking of passengers is already operational at thirteen border posts on the thirty-three provided for 2017. This system provides centralized control information of passengers and travel documents, as well as a sound and effective management of migration data.
Ultimately, the whole country is now under the control of the Government of the Republic and will every day, despite some residual pockets of resistance of the negative forces being eradicated by our armed forces and police.Economically, the country has earned in the course of recent years, remarkable performance in terms of stabilization of the macroeconomic framework and economic growth, the result of a committed policy since 2001. This will again confirm, after this year, with a growth rate estimated at 7.7%, an inflation rate of less than 1% and gross international reserves estimated at 1.46 billion US dollars.These results, combined with rigorous management of public finances, have reinforced the capacity of our country to finance major investments on the basis of national resources.This is particularly true of the construction and rehabilitation of public buildings and economic infrastructure, purchase and rehabilitation of both air transport units, inland waterways and rail, in the coming days on the ground floor.
